California just adopted a bidding-based renewable energy incentive.  Some solar folks love it.  Others want a Feed-in Tariff instead.

Sensible Solar Policy: Tariffs vs. Auctions vs. No Subsidies At All. Last week, to the delight of some and the chagrin of others, Califonia's CPUC gave a green light to the Renewable Auction Mechanism (RAM). The bidding-based RAM program is intended to promote small to mid-sized renewable energy development -- it requires investor-owned California utilities to purchase electricity from solar and other renewable energy systems from 1.5 megawatts to 20 megawatts in size.
