Vitoria-Gasteiz, a regional capital of northern Spain, has made great progress in greening a traditional urban environment. The "Green Belt", a semi-natural green area partially reclaimed from degraded areas, surrounds the centre, ensuring its entire population of almost a quarter of a million people lives within 300 metres of an open green space. Numerous measures are in place to assist and increase biodiversity and ecosystem services. Flora and fauna are monitored and habitat fragmentation is reduced wherever possible.
On October 26th, U.S. Interior Secretary Ken Salazar approved the $6 billion Blythe Solar Project to be built across more than 7,000 acres in California’s desert. Around the same time, approval came through for the Ivanpah Solar Project, which will produce enough energy to power the equivalent of 140,000 average American homes each year. The latest approval came yesterday for the 250-megawatt (MW) Genesis Solar Energy Project, which will be built on desert land in southeastern California — a mere 25 miles of the Blythe solar project site. The Bureau of Land Management (BLM) and California Energy Commission approved the project in September, leaving Federal approval as the final barrier standing in the way of construction. Now that the barrier has been broken, the project is expected to be completed in late 2012 or early in the 2013 calendar year. Florida-based NextEra Energy Resources is developing the project and expects it to create 1,100 new jobs and power as many as 188,000 average American homes each year. Thirty percent of the $300 million tab to construct the project will come from federal stimulus funds. Genesis will be built on public land.
Rapid growth has come to alternative energy. Wind power generation grew more than tenfold in the U.S. in the 2000s, while funding for solar startups soared past many information technology sectors. But in the 2010s, feed-in tariffs will decrease, and many renewable electricity sources will approach cost parity with fossil-fuel sources. As a result, manufacturers and investors will increasingly depend on production economics, not global politics, to achieve high returns on invested capital. According to FreeSky Research's latest report, Generating Returns on Renewable Generation, this will force adjustments in business and investment practices, with closer attention to specific issues, such as: * Heavy dependence on credit markets and syndicated loans to finance capacity expansion, * Raising fixed asset utilization for solar manufacturers. The defining financial trait of this sector will be a much greater diversity of capital sources than we've seen in either traditional manufacturing or information technology.
On November 8, U.S. Secretary of State Hillary Clinton and Australian Prime Minister Julia Gillard announced a $50-million collaboration which the two nations hope will identify cheaper solar power solutions. Gillard, elected in June, and Clinton, an Obama appointee who took office in January of 2009, want to see consumer prices for solar power technologies come down as much as two to four times their current rate, leveling the cost playing field between solar energy and fossil-fuel power within five years.
The Intergovernmental Panel on Climate Change (IPCC) is facilitating the further development of socioeconomic scenarios, portraits of possible social and economic futures, by the scientific community. In a three-day workshop in Berlin that concluded on Wednesday, experts in climate change impacts, adaptation, vulnerabilities, and mitigation discussed strategies for increasing the policy relevance of studies that will be assessed in the IPCC’s Fifth Assessment Report (AR5) to be published in 2014.
On October 21, the National Research Council (NRC) began operations on a new high-efficiency solar energy experiment at the Canadian Centre for Housing Technology, located on NRC property in Ottawa. “Semiconductors Using Nanostructures for Record Increases in Solar-cell Efficiency” (SUNRISE) is a project that will benefit both the green economy and those eager to make solar energy more efficient
